I think the rebuttal to this question might be, just because the app is being used on a mobile device, doesn't mean they want it to function when the device is offline. In fact, one might view it as a level of security that it won't run unless it's connected to a specific network i.e. less to worry about if the device is stolen. That being said, it may be nice to have functionality that creates a short term security cookie/token that can be requested prior to going offline.
