My interpretation is that user should not be able to send mail containing potentially privileged info to their private mail accounts at gmail, yahoo etc but can still email external contacts regarding normal company business.  This is extremey difficult to do as there are so many ways around this "restriction".

I think by definition, outside domain means all domain that is not your local domain. So that means those user will not be able to send email to any address not in your local domain ?

Have you tried the server configuration setting "Who can send email to the internet" ?
