Language is not possible to set on multiple cells (font or font size can).
You need to click in each cell and set language on the text.
It would be nice to be enable to set language in multiple cells at once. Maybe copy the language as part of the format.

This is not really a designer issue, more of a rich text in the Notes Client issue.
Moving idea to product : Domino Designer
Yes, it would be useful if the Appended row kept the same format as the last row.
Or the Inserted row kept the same format as the current row with focus.
