toolbar setting should retain by upgrade

Currently, if Notes client is upgrade (e.g. v9 to v11), Toolbar settings (selection or positioning) is not retained, but initialized by upgrading.

Customer request us to keep the same toolbar settings after upgrading as before.

It is reported as SPR YGAO8JHCKT and KPFF75LTWA

    Another possibility would be for example: to be able to export the toolbar and import it again.

    Then you could e.g.: export the toolbar under 9.0.1.

    Perform the reinstallation on 12.0.2 64bit with new bookmark.nsf and desktop8.ndk.

    Then the toolbar can be imported and used again.

    This can also be used for new employees to offer certain company toolbars.
