Edit existing email message "rule" conditions and actions

If an email message rule has already been created with a specified condition and action, it should be possible to edit the condition and/or action without having to recreate if from scratch.

For example, if the message rule "action" is to send a full copy of the email to a list of users, it should be possible to add/remove users from that action list without having to create the list over from scratch.

Having to create the list from scratch is a pain and it creates more opportunities for making errors.
