Ahhh. My bad. It's CTRL + C and CTRL + V that doesn't work. I just tested it and that didn't work for me either. Wow! Didn't know that. I always just drag and drop attachments, and that actually works. Maybe that could be a solution for you and your users? (And why does it say I'm guest when I've registered a profile here)
Actually guest it does not. Not sure which version of the client you are using, but this case was created by HCL support - this was the response I got when they created the function:

I hope you are doing well. Upon doing further tests starting with Notes 9.0.1, we've confirmed that copying attachments directly from Outlook Client and pasting it to Notes is not supported. In this note, an enhancement request was created for this concern. The goal of the Enhancement Requests is for customers to describe functionality & features that they believe we should add to the software.
Based on customer demands and weightage of feature our development team will take this into consideration in future releases. Voting on Enhancement Requests will help Offering Management to prioritize the request that can be considered in the upcoming product releases. Having said that, I suggest that you vote for the following idea via AHA link below to increase its weight triage.
Allow to directly copy and paste documents/attachments from Outlook Client to Notes Client

Ummm... this works just fine. I just tested it. I could drag and drop the attachment straight from Outlook and into a RT field in a Notes document, including an email.
