Maybe an agent to notify a group of people each day about the meeting reservation could be a solution . (Receptionist , maintenance and also IT dept. (Be sure the room is ready and requirement equipment is available )
Needing to be notified does not necessarily mean he/she must also be the approver? Often rooms don't need approval at all, but it is often useful to notify people who must do/prepare/know about the reservation.
You can define the receptionist to be the room owner, so he/she will always be notified and will have to approve the reservation first.
