Notes Client Splash screen has been updated/modernized
+ a new advanced properties dialog box has been introduced in V12.0.1

It's always "you can customise whatever you want in Notes with some programming or tool" but why would any normal user ever want to do that?
for the client there are 3rd party tools to do that; and lot more
My point isn't web login - yes you can customize your own and yes, a default more modern one would be awesome; but the Notes client password dialog.
You can already create a custom login screen in domcfg.nsf. However, a new default modern one may be helpful.
