Marking this as "will not implement" as this will break a bunch of privacy commitments with data going to the cloud and back again.
It would be possible to write a Notes plugin for this if that is something you still need.

Not sure if this was the idea of the originator of this request, But one example that could be useful is like in Linked-in, When you receive a comment or a post in a different language, it is offered a translate button that converts the originator comment into your Language ( Example from French or German) into English. So in a chat or in a mail, if received in different language that your default, to have a translate option into to your language.
