Improved Support for MySQL DDL Scripts and (MySQL)-rootless install on Windows

Even if the database administrator created the SafeLinx databases up front using the provided DDL scripts as described at https://help.hcltechsw.com/safelinx/1.2/adminguide/t_configure_mysql_database_with_ddl.html the Windows Database Wizard for SafeLinx tries to create the databases (again) thus causing an installation error.

If the databases already exist, the SafeLinx Database Wizard on Windows should not try to (re-)create the databases. This would allow for an installation where the SafeLinx Administrator would not need an MySQL root account.

As an SafeLinx administrator, I want to hand the MySQL DBA the SafeLinx DDL scripts for database creation and run the Database Wizard for Windows with MySQL credentials that do not have Create/Drop rights.
