Confirmed thru working with support and testing, we can only control the status message of the existing status via managed-community-config.xml. Since this idea is about adding another status state and icon, there are not plans to change or add to this feature. We'll consider this in a future version to add more customized "status" and icons. Thanks for this feedback.
There are not plans to change this feature in the Connected and Embedded clients. However this may be accomplished by pushing managed-settings.xml or managed-community-config.xml parameters to the clients (updating their local community-config.xml file)
