Sametime Announcement over APNS using mobile Sametime app for Apple Merged

Please send announcements through APNS. When you are not connected to the Sametime mobile client, you don't receive this announcement. The background services are always on ( hopefully )


Also change the way annoucements are sent. You can now only send it to all online users. Please change this to all users ( in a group ).

    APNS notifications for announcements will be addressed under Announcement changes. Merging with idea supporting this.

    We are adding some features and functionality in ST v12 that'll address the background app use cases. It shoudl address the first part of your request. We'll look into adding offline announcements feature in future releases.
