Support TEL: Protocol handler for Sametime Client to allow starting a call from other apps Merged

TEL: is the usual protocol handler that soft phones require to embed click-to-dial functions from other apps like browsers. If Sametime could register for TEL: in the operating system on install, clicking on a phone number (better: a TEL: URL) would bring the client to front and have it dial that number. This could be working like tel:123456 or tel:+123456 (including international code) but also tel:user@domain.com if that user's email address is listed in the sametime directory. For sure, for number dialling we either need a sip trunk (SUT Lite Config) or the SIP soft phone enabled. We should also consider SIP: and CHAT: or IM: as protocol handlers. SIP: would be an alias to TEL: but CHAT: or IM: would start a chat with a user (like chat:<email>
