Some available options to 1) restrict certain groups from being returned in search, preventing adding to a contact list, 2) prevent groups over a threshold to expand, start group chats and send announcements from the contact list and 3) client side settings controlling the use of groups discuss here:

Additionally, we are looking for better ways to control this via policy. This would provide admins the ability to send announcements to large group by not all users.
