Ability to Detect and Enforce Message Encryption in Verse API "Modify On Send" Extension

Provide the ability for the Verse API "Modify On Send" extension to:

  1. Detect whether message encryption is enabled before sending.

  2. Allow the extension to enforce encryption before the message is sent.

Example : If the user selects an option in the extension, check if the message will be encrypted and, if not, force encryption before sending.

This functionality would enable organizations to apply business-rule-based encryption policies while still allowing encryption to remain optional for users in general cases.
