SAML support for Notes C-API function 'Secidfget'

The Notes C-API function 'Secidfget' only supports use of password when you don't use SAML. Allow the Notes C-API function 'Secidfget' to work for user who is enabled for Web Federation (SAML) or Notes Federation (SAML) or both.

don't mark multi language fixpacks as English only just because of the installer.

not sure about the most current FP 1 in 10.0.1 but usually the 'English' Fixpacks have been the ones to go for based on German clients. Just because things have been 'forever' like this, does not make them obvious.

Broken reference after V10 installation
