Expand right sidebar on launch

In newer version of the Notes Client, right sidebar is set to "thin". The customer wishes to set the default to "open" so users see their Sametime-Contacts right away after launch.

Adding option to allow PublicAccess on files in the webcontent folder

When developing databases with external libaries the easiest place to add them in inside the webcontent folder but when you need public access to anonymous users you can't add public access to files in this folder.
