Enforce quota on physical size for DAOS-enabled databases

A quota setting for 'use physical size instead of logical size' for DAOS-enabled databases should be added which would have the quota enforcement option to operate on the physical size of the DB as opposed to the logical size

Ability to prevent users from editing existing email trail when replying/forwarding emails.

Users sometimes can accidentally deletes some part of the email trail when they reply or forward the email they received. This could cause confusion on the next person who will read the email trail that was sent.
