Allow Snippets to be added into native Notes elements like Forms and views etc

Snippets cannot be added into a Form or Form event.@formula and JS cannot be added in from a snippet.

Contacts - block possibility to add ACL group to contact group.

It is not possible to pick ACL group when addressing memo. Same protection should be made in contacts. Currently it is possible to add ACL group to contact group.
