Disable the Preferences setting "Display new (unprocessed) notices" should work for both existing and new notices

Currently, Select or de-select the setting will activate the feature on future new (unprocessed) notices only. It Will not apply to existing entries. Customer would like this setting works for both existing and new notices in a future release.
