ACL history lines are strings where the date/time was formatted at the time of creation in the current context.
In one ACL, old rows can be in a variety of formats.
Only a person can try to convert it to a uniform format, those formats are not unambiguous.
Similarly, events here can be in different languages.
For compatibility reasons, it is difficult for anyone to change it.
