Hide user from Domino directory so that they will not receive mail

There are two similar ideas, but we are looking for a more complete solution, like provide in AD. We are looking for an option to lock users, so that they cannot be selected from the directory and do not receive any mail.

Currently we achieve this by moving the person records into another directory db and move these records back to names.nsf if necessary.

We want to connect a third party identity management solution and it would be much easier if we just could flag the person records to achieve this goal.

Other ideas I found:

Hide Users from the Names lookup | HCL Domino Ideas Portal (hcltechsw.com), well known tweak but does not avoid mail delivery

https://domino-ideas.hcltechsw.com/ideas/DOMINO-I-626, can be achieved with the tweak described above, if I understand this request

Setting the Mail system to 'None' does not prevent Domino from accepting mail for this address. We are looking for an easy option to temporary lock users so that they cannot access the system and cannot be contacted by mail. Our current solution is to move those accounts to another directory and to restore these records when the user return. But this hinders other administrative processes, like extending validity for certificates.

What is the purpose of this request?

Wouldn't it be enough to set the user's mail system to 'None'? Or groups to 'Access control list only'. Both would prohibit mails the regular way.
