Considering the multiple ways a user can open his/her emails (Notes Client / Verse Web / Android Mail / iOS Mail / Outlook, etc), unless there is a way to embed the watermark within the email body itself in a way that is somehow compatible with all of the above mail client then you would most likely end up in a loophole scenario.
Personally this is the kind of "security" request that I avoid since they tend to generate more holes than the one they closed.

Our company doesn't want staff to take the photo of email body which contains sensitive content so that we have the information of the staff from the watermark and give warning.
Could you elaborate on why you need a watermark ? I am guessing that this is related to printing email ?
