New email is received immediately and pop-up or slide-in summary notification is received for new mail. It isn't enjoyable to receive frequent pop-ups for new mail notifications while working on other important activities. So, the requirement is to delay the new notification on the client side at the interval specified by the end user.
By design the new mail is received immediately. Why should there be an artificial delay?
