Microsoft has disabled the "ActiveSync" option in Windows 11 Mail, probably for their business reasons. Nothing HCL can do about that.
No matter what's the cause, can HCL work with Microsoft to address this issue?
We (HCL Traveler development) verified that the Windows mail app on Windows 11 cannot complete the setup with an exchange account for a Traveler Server. What we see is it complains about a security policy compliance issue. Is this what you are seeing? I do not believe this has anything to do with the level of Traveler.
