This is rather a complex idea for improvement, how to implement it - you know better ..
If this is an idea for the Verse client application, then it should be moved to a different product category.
similarly in iNotes.. and standart client Notes..
how is that?? Can't teach ibm verse to work with your own traveler server?)
if not have picture in local contact (not have this contact) - showing picture from server, if exist - from local.
The traveler server can not influence how the client application will display the contact.
e.g. Apple will use the native contacts, and if you have a picture defined for a contact it will display.
Sync of contacts to your local mobile device address book is done for personal contacts only.
