    Modification of section's title

    Nomad Web can create a section, but the title of section can't be modified.

    Permit to disable the property "Refresh design on admin server only", and set it to OFF

    As the default is ON today, DBs are created on different servers in cluster, and running the load design command on a single server some DBs can't be updated. It's a problem, I need to manage the flags before the update.
