Remove limits on Replication list and tabs for workspace

Replication tab can only house 256 dbs for replication. Workspace tabs can only hold 32 tabs. We work with more than 32 companies. Lets double both.

Using Microsoft GPO for customs settings

I think is a good point if tomorrow Microsoft Administrator can used GPO for modify settings of Notes client or ICAA. It will be an alternative of Notes Policy.
