Option to have KeepRepliesOpen=1 available from the preferences pane

I need to be able to give my users the ability to set for themselves the expanding of mail replies. Currently, I have to edit the notes.ini and this is the only place it's possible to set this option.

German Spell check not working as expected. For words like "Niger" and "Nigeria", suggests words in German which are derogatory to black people.
