We've done this a number of times. However, the limitation we always hit is the Notes client lack of support for CSS, HTML, and JS events. It tries to act like a JS client since R5 in 1998, but it stalled. Of course Ray Ozzie promoting that thought left did his Groovy spin-off, which was completely JS and has some significant limitations because it lacked the Notes/Domino underpinnings. I got my JS "chops" from working those migrations, and 2 of those best project's owners moved back to Notes/Domino afterwards, because the s. army knife of Domino is very unique.
I attempted to use the product linked to a couple of years ago, great idea, great design but to many bugs for use, so if it is being recommended it needs to be checked out.

It would be nice to have both notes and web ... native tools to build charts, dashboard, etc.
Many "old" notes applications have great functionality, but lack graphics. An "ugly" application with good graphics, would be a good start!
For Notes Client apps
Is this for web (XPAGE / node.js) or Notes Client apps ? I think that for web you can embed virtually any javascript library you wanted. For Notes Client apps, your option is somewhat limited (is jfreechart still available ?)
