Add the ability to upgrade ODS for locked database at/before server-start

Add the ability to upgrade the ODS for all locked databases when you start the server. ODS must be upgraded for those databases before any other process starts. A low-level ODS upgrade.


When those databases are upgraded to the current ODS, the server will continue to start.

    I guess you are talking about the system databases, e.g. names.nsf or log.nsf which are in use by the server? So you are trying to upgrade the ODS when the server is running and you expect this to include system databases as well?
