Remove ID requirement for MFA (TOTP)

MFA requires that each login/user has an ID in the vault.

Please remove this requirement, because there are many web applications with users/logins that do not need a Notes ID.

We have hundreds of external users. None have a Notes user ID. Those users are from multiple different organisations so there are dozens of different Organisation parts to the names e.g. Bob Smith/Acme; Dave Edwards/ABC etc

Creating new certifiers for every organisation and migrating users to Notes IDs in the ID Vault would be a big head ache. Having to do this all at once even worse.

If you are going to impose Notes IDs on all users then please implement an easy way to migrate those users.

Dear Thomas, I hope a review for this rejection.
For know guest in CCB or external users in CCX, the requirement for an ID isn't optimal. You need register and manage IDs for all users that you want give access to web applications.
If you want to use a user form for automatic registration, the process is easier if you don't need to create an ID.
For security reasons it would be better to be able to use totp also for web users.
    Kind regards

Rejecting this idea - actually we are planning to do the opposite. Require an IDFile for every user, regardless if they are using a Notes client or just using a web browser. However, we are planning to make the ID management a lot easier
