This would be better handled by reporting it to HCL as a problem. It would also need some additional information, as I just tried attaching a document called ตรวจสอบ.docx, and it displayed and opened correctly. I am using 11.0.1, so there is a possibility it was an error in 11.0, but there also might be some other sequence of events you are using.
