allow compact to run before Domino is started

have the ability (perhaps a switch in NOTES.INI) that allows us to select LOG.NSF and NAMES.NSF (or perhaps other NSFs) to compact prior to the service start.

we can only sync Notes and http password. But if one is using Notes Shared Login on their environment, sync with HTTP password is not possible as Notes password does not exist (it uses login feature that you log in to Windows)
