Port check tool

I want a tool to check the life / death of the network port. Access between the java console and the server may be lost, so I want a tool to monitor it and report it when it stops.

Blocking of email to user mailbox at a certain time. For example, user can send email to this mail file from 8AM to 5PM only. After the time set, all incoming email will be block.
