I want the group memberships being inherited from another user, not from a predefined policy setting.
Or I don't understand what you mean.
Example: I have user A who will resign and I want to register a new user B who shall be in the same groups as user A.
You can create a registration policy settings document to define reference settings that you want to inherit. If this policy is an explicit policy, you can select that policy at the time of registering users. This would inherit group membership, etc.
